Overview

The Youth Council intends that the new funding policy, "Young People Focused", shall operate for a four year period before undertaking a major review.

Infrastructure Support Funding

This will form 75% of all Youth Council funding for RVYOs. It can be used to pay for Eligible Core Costs based on those defined by DSD. This funding will be potentially available to organisations:

  • able to meet YCNIs Basic Criteria;
  • able to meet YCNIs Test for a "Regional" Organisation;
  • whose primary purpose is Youth Work;
  • able to meet YCNIs Tests for an "Infrastructure Support" Organisation.

Thematic Infrastructure Support funding

This will amount to 12.5% of all of YCNIs funding. It can be used to pay
for Eligible Core Costs based on those defined by DSD. This funding will be potentially available to organisations:

  • able to meet YCNIs Basic Criteria
  • able to meet YCNIs Test for a "Regional" Organisation;
  • which provide services in support of Youth Work;
  • are not able to meet YCNIs Tests for an "Infrastructure Support" Organisation, but that service the Youth Work sector by addressing specific themes relevant to the Youth Work Strategy and which are considered to be a priority for Youth Work.

All organisations receiving Infrastructure Support Funding or Thematic Infrastructure Support Funding will be subject to a Service Level Agreement (SLA) with the Youth Council. This will be for a four year period. This will generally be negotiated with each organisation but is likely to contain, as a minimum, the following:

  • specific details of what costs funding can be used to support;
  • targets in terms of level and nature of work with member organisations(where applicable);
  • targets in terms of direct work with young people or youth workers (where applicable);
  • targets relating to other planned activity, e.g., research, piloting work, involvement in key committees/bodies, etc.
