Overview

The PEACE IV Youth Focused Shared Spaces Programme is a is a Capital Programme aimed at developing and enhancing areas or buildings in the district to become more youth focused shared spaces with the aim of improving cross-community relations and community cohesion and assisting young people to develop a greater understanding of diversity.

It has been determined that at least 7 communities / areas within Fermanagh and Omagh will be engaged in the project. In the interests of geographical equity, one community / area from each District Electoral Area (DEA) will be selected. A number of additional projects may be held in reserve based on the assessment outcome.

For the purposes of this programme the definition of Youth/Young People will be young people within the 10-19 age range

What funding is available?

Only projects of a minimum capital value of £50,000 and a maximum capital value of £70,000 will be considered. A maximum 10% of the overall cost will be available for purchase of capital equipment. Funding for recurrent or activity costs is not available within this programme. Assistance will be provided to the selected projects to develop appropriate activity programmes and identify potential revenue streams to support these activities.

Who can apply?

  • Expressions of Interest are sought from groups and organisations are based within the community and/or voluntary sector in the Fermanagh and Omagh District Council area.
  • Evidence that a constitution has been formally adopted, dated and signed must be supplied.
  • All organisations must be not for profit.

There are 3 strands to applying for funding:

Strand 1 Essential Criteria: Expressions of Interest:

All groups/organisations must meet the essential criteria. Expressions of interest will be required to demonstrate that:

· The beneficiary group or organisation is: o Located within the Fermanagh and Omagh District Council Area o Operated on a ‘Not for Profit’ basis o A constituted community/voluntary group or organisation

· The property/building/area to be developed is:

  • Council owned or
  • Leased by the community/voluntary group or organisation and a lease agreement is in place for a minimum of 5 years.
  • The owner has provided consent for the proposed development.

· There is community support for:

  • The capital works element of the project and the ongoing delivery plan

Strand 2 Quality of the Project:

The quality assessment of the capital works will be based on such aspects as:

  • The scale of the proposed development and does it represent value for money
  • The impact on the existing facilities and other amenities available locally
  • Supporting sustainable development it terms of environmental protection, personal wellbeing, social cohesion and inclusive governance
  • The management of future operational, maintenance and replacement costs
  • New / innovative approaches drawing on best practice

2b Quality of the Project (Activity Delivery Plan):

The quality assessment of the activity delivery plan will be based on such aspects as:

  • Alignment with the Community Plan for the District and other plans/strategies for the area.
  • Complementing previous and current peace and reconciliation focused activities
  • Introducing new and innovative approaches drawing on best practice
  • Improving cross-community relations and community cohesion
  • Assisting young people to develop a greater understanding of diversity and access to new opportunities

Strand 3 Needs Based Assessment:

Evidence of Need: The Council will utilise quality assured statistics to develop an assessment of need for the Youth Focused Shared Space Programme. A full scoping study for this strand will be undertaken and will cover such aspects as:

  • The proportion of young people in an area
  • The needs of young people in the area
  • Isolation from other areas / spaces / services
  • Provision of space locally
  • Evidence that there is potential for improved cross-community cohesion
