Community action in public health
Overview
To ensure appropriate participation in the Second Programme of Community action in the field of Health (2008-13) and fulfilment of all the programme objectives, a wider variety of financing mechanisms are offered.
The EU Health Programme 2008-13 has three general objectives:
- to improve citizens' health security;
- to promote health, including the reduction of health inequalities;
- to generate and disseminate health information and knowledge.
This call covers topics within the recently adopted 2009 work plan. There are three principle areas:
- Project grants
- Conferences
- Operating Grants.
Generally the Programme will cover up to 60% of project or activity costs. Around €48.2 million is available in this application round.
Project Grants
Amongst the topic areas that offer opportunities to not-for-profit organisations are project applications covering:
- Develop handbooks especially regarding mental health
- Improving communication skills of health professionals in relation to patients, taking into consideration gender, age and other socio-economic and cultural variables
- Establish a mapping of communication training given to health professionals with the aim of including communication in public health education programmes
- Promote health investments in EU member states through exchange of good practice and co-operation with EU Institutions anfd bodies, international organisations, private companies and NGO's
- Tackle inequalities in health
- Develop and share health systems' good practice in addressing health inequalities.
- Development of the role of youth organisations, youth workers, schools and educational institutions and vocational training organisations in promoting health of young people.
- Promote physical activity through infrastructure and healthy lifestyles, urban/regional planning and better use of the physical environment, with a particular focus on children and young people: promoting and sharing good practice at local/regional level.
- Contributing towards an increased knowledge base on sexual behaviour of young people across Europe.
- Contributing towards the development and promotion of sexual health policies.
- Contributing towards the prevention of sexually transmitted infections.
- Developing partnerships for action to use the media and the Internet for promoting mental health, preventing mental disorders and to combating stigma, with a specific focus on young people and at the workplace, and for addressing the related challenges, such as suicidal and self-destructive behaviour as well as eating disorders.
- Curbing under-age drinking
- Prevention of first/experimental use among young people of illicit drugs
Projects should provide high European added value and should normally last no more than three years. Grants generally range between €120,000 and €1.2 million. There is €24,130,500 reserved for the call for proposals for projects.

Under this section any possible must concentrate on one of the folowing issues
- cross-border health care
- rare
- diseases
- health workforce
- patient safety
- organ donation
- transplantation
- cancer prevention and control
- flu vaccination
- prudent use of antibiotics
- childhood vaccination
- mental health and youth health
There is €800,000 available for this call in 2009.

The 2009 work plan sets out the priority areas as follows:

There is €2,500,000 reserved for the call for proposals for operating grants.
