Peace III 1.2 Strand 1 and 3
Overview
In particular, it will build on the experience of Peace II and complement the work of the new Commissioner for Victims and Survivors and the Victims and Survivors Forum.
With a view to developing a comprehensive approach to the provision of services, the Priority will provide support for improving the accessibility of conflict related services including, counselling, befriending and other community based services.
In addition, the Priority aims to exchange different views of history, culture and identity and different conflict and post-conflict experiences among relevant groups and individuals at the local level.
This will focus on changing the awareness of the past and understanding different roles and experiences of the conflict, promoting cultural diversity, developing long term strategies that promote peace and reconciliation.
This may include provision for a forum for testimonials which explores legacy and memory of the conflict through truth recovery, documentation, story telling and the recording of complex history and experience.
This Priority will be implemented through 3 strands
- Strand 1: Addressing the Past in Public Memory
- Strand 2: Promoting Participation
- Strand 3: Securing the Future
Strand 1: Addressing Legacy and Truth in Public Memory
The Consortium wishes to invite Expressions of Interest under Strand 1 of the Priority from organisations or consortia interested in developing and delivering peace-building and reconciliation projects which seek to implement actions that explore the legacy and memory of the conflict through truth recovery, documentation, story telling and the recording of complex history and experience.
The Expression of Interest Form will enable the Consortium to identify potential projects and provide additional support to potential applicants prior to the commencement of a tendering process. It is anticipated that a limited number of large scale projects will be supported through this Strand. The Consortium will seek fuller project proposals later in the year.
Indicative Actions for this Strand include:
- Television/Broadcasting
The development of a television/radio series examining the human, community and political legacy of violence and conflict in Ireland and the challenge of reconciliation. - Interactive web-based resources
To support or augment open access projects encouraging engagement, reflection and information gathering. - Archiving: To support the development of a common public archive of matters relating to the violent past and may include a number of related projects which record the experience of specific localities or particular traditions.
- Exhibitions: to support a significant exhibition(s) within the National and Regional Museums structures detailing the impact and experience of conflict from the persepective of many different strands of experience.
- Educational Materials: The development of appropriate educational materials which acknowledge and deal with the past aimed at different age groups. Could include support for training and for teachers, youth and community workers
Strand 3: Securing the Future
This strand will fund innovative actions that will help prevent an outbreak of violence into the future, by taking action to repair relationships and by engaging the wider community in peace-building and reconciliation work and:
Support schemes for future generations which seek to address and prevent the outbreak of violence along the lines of inherited and emerging divisions in society.
Areas of funding under this theme:
- Projects that increase the participation of marginalised and minority groups in society and promote active citizenship
- Innovative initiatives that will prevent the outbreak of violence in the future and that will seek to build and repair relationships and engage the wider community in peace building and reconciliation activities.
- Actions that will build the capacity of individuals to deal with the transition to peace and reconciliation and ensure that victims and survivors of the conflict are able to deal with the past.
- Innovative initiatives which seek to build positive sustainable relationships between and within the specific target groups of the Peace III Programme.
- Strategic initiatives to promote the inclusion and integration of victims and survivors into wider society
- Actions that address the psychological effects on communities that have been affected by the conflict and experience particular problems of segregation, marginalisation and isolation.
- Innovative actions that focus on conflict resolution, mediation and other peace building activities
- Activities that seek to acknowledge and deal with the hurt , losses and suffering caused by the conflict.
This Priority will target areas showing the effects of conflict and/or community polarisation as a result of the conflict. Such areas might typically include:
- Sectarian interface areas where segregation is high and inter-community conflict and dispute is high and community relations are correspondingly poor;
- Disadvantaged areas suffering the effects of physical dereliction as a consequence of the conflict;
- Areas that have experienced high levels of sectarian and racial crimes, incidents and tensions;
- Areas isolated by border closures and limited economic and social cross-border
- linkages;
- Areas where social and economic development has been inhibited by the conflict and problems of exclusion and marginalisation exist, illustrated by low levels of income, skills and qualification and consequently display high levels of multiple deprivation;
