North East Peace III Cluster
Overview
The NE Programme cuts across both priorities of the Peace III Programme. The majority of the programme lies under 1.1 while an element also links to Measure 1.2 around Victims against which it intends to apply. 2.1 links to Shared Space and again councils within the cluster intend to apply to this Measure. The NE cluster has taken a strategic, programmatic, joined up thinking and all encompassing approach to the whole area of peace building across the six council areas.
The NE Peace III Partnership is a voluntary body with 24 members, 12 councillors nominated by the councils and 12 social partners and this partnership will deliver the strategy to 2010 initially and then a second round to 2013.
The lead council is Coleraine Borough Council and the monetary value of Measure 1.1 to the North East Cluster is £3,608,589 with 10 Strategic Programmes delivering this.
First of all there is the Animation Programme with a budget of £235,714.30 and aims to deliver a cross objective pre preparation, development, engagement, communication and evaluation programme.
Programme 1 - Budget - £521,430
Cross Council/Cross Border Leadership, Citizenship & Good RelationsProgramme for political and community based leaders. This is split into 3 elements - A Councillor Programme, Community Programme and Combined Councillor/Community Programme.
Programme 2 - Budget - £142,857
Cross Council Inter Church/Interfaith confidence building programme. This has two phases -Confidence Building and Practical Project but also has aResource Allocation (more or less small grants) of £28,500
Programme 3 - Budget - £364,285.70
Cross Council/Border Youth & Schools Programme. Again two phases are relevant here namely Confidence Building/Skills Enhancement and a Practical Project with a Resource Allocation of £72,800
Programme 4 - Budget - £721,428.60
Cross Council Community and ethnic minority capacity building, engagement and sharing programme. Once again there are two phases namely - Capacity Building & Sharing and a Practical Project phase. The resource allocation is £144,200 approximately.
Programme 5 - Budget - £185,714.30
Cross Council/Cross Border Community Dialogue and exchange programme including a breaking the cycle of fear initiation & Interfaces Programme. This is focused on Community Dialogue & Exchange with 3 tenders to deliver projects. (Start May 2009)
Programme 6 - Budget - £210,000
Community Engagement and Visible Manifestations of Conflict Programme. 3 tenders to deliver 3 projects. (Start May 2009)
Programme 7 - Budget - £142,855
Cross Council & Cross Border Public/Private Interagency cultural diversity awarenes, respect and enriching Programme. There are two phases namely Promotion of greater understanding of individual cultures and Awareness raising amongst statutory & community & voluntary service providers.
Programme 8 - Budget - £125,000
Cross Council ethnic minority employment programme in association with local employers. Two phases - Research based : needs assessment, Employer/community based research initiatives.
Programme 9 - Budget - £240,000
Cross Council/Cross Border indigineous and ethnic minority sports, culture, arts, language, drama, music, media sharing programme including a resource allocation to participating groups. This has 2 programmes namely - Sports & Leisure and Culture & Arts.
Programme 10 - Budget - £119,289
Cross Council victims development Programme. Includes programmes on research on issues facing victims, existing provision and support required. Also Pilot projects which meet identified needs. There is a resource allocation of £23,800 under Programme 10.
The Objectives of the cluster are as follows:
- Objective AA: To deliver a cross objective pre preparation, development, engagement, communication and embedding and evaluation programme
- Objective 1a: To foster community leadership at civic and local level
- Objective 1b: To prepare the communities for change through capacity and reconciliation skills enhancement
- Objective 2a: To promote respect, inclusion and cultural diversity
- Objective 2b: To enhance respect and improved understanding of differences among the communities of the NE
- Objective 3a: To create Shared Spaces in local areas across the NE area
- Objective 3b: To engage in community planning exercises across the NE area

The Programmes are all open for registrations of interest and calls for Phase 1 Programmes will occur in March 2009. Phase 1 activity will end by September 2009 with phase 2 ending in December 2010. These phases come under a Public Procurement Process with Partnership/Consortia Bids accepted.

The North East PEACE III Partnership has developed its phase 2 action plan for the period 2011-2013. This plan has been submitted to the Special E.U Programmes Body (SEUPB) for approval.
