Overview

The Northern Periphery Programme 2007-2013 aims to help peripheral and remote communities on the northern margins of Europe to develop their economic, social and environmental potential. The success of the programme will be built on joint projects creating innovative products and services for the benefit of the programme partner countries and Europe as a whole.

The Northern Periphery Programme 2007-2013 (NPP) is part of the European Commission’s Territorial Cooperation Objective.

The Northern Periphery Programme 2007-2013 covers a vast area: the EU Member States of Finland, Ireland, Northern Ireland, United Kingdom and Sweden and Non EU Member States Faeroe Islands, Greenland, Iceland and Norway.

Eligible Organisations: Triple helix partnerships involving private, public and research sectors are considered a key concept.

Two priorities have been defined based on the visions and objectives of the Northern Periphery Programme 2007-2013. Each project that applies for funding must address one of these priorities:

  1. Promoting innovation and competitiveness in remote and peripheral areas
  2. Sustainable development of natural and community resources

Between 2007 and 2013, the Programme will allocate €45 million to projects, of which €35.115 million in European funding (ERDF) will be available to partners in Member States (Finland, Ireland, Northern Ireland, Scotland, Sweden) and €10.155 for partners in the Non Member States (Faroe Islands, Greenland, Iceland, Norway).

A percentage of 60% of the funding is available for projects applying under Priority 1 and 40% for projects under Priority 2.

Partners from all sectors of society can participate in the programme, including regional and local authorities, national and regional development organisations, research and educational institutions and the private sector.

To be considered eligible for funding, a project must concentrate on issues that require transnational cooperation and are of relevance to the characteristics and priorities of the programme area. A project should demonstrate its innovativeness and result in the development of a product or a service through transnational cooperation.

Preparatory Project Calls

The PMC has identified a number of themes that it would like to be further addressed and wishes preparatory project applicants to apply. The Programme Secretariat has been tasked with the responsible to only assess and approve preparatory projects dealing with identified project themes listed below.

Themes to be addressed:

  • In Priority 1, in the Objective ”To promote competitiveness by increasing and developing the capacity for innovation a nd networking in rural and peripheral areas” the two themes:
    • i) exchange of best practise and establishment of cooperation networks between R&D institution and SMEs to increase the capacity for innovation, facilitate the design of innovation systems and strengthen competitiveness
    • ii) cooperation and exchange of best practice between SMEs on how to address and reach markets with existing and new products
  • In Priority 1, in the Objective ” To facilitate development through the use of advanced information and communication technologies and transportation in the programme area” the four themes:
    • i) increased use of ICT to overcome distance
    • iii) developing innovative product and service solutions for developing and maintaining transport infrastructure with regard to roads, railways, airports and ports under harsh climatic conditions
    • iv) development of transport schemes that benefit rural communities, such as new maritime routes
    • v) maritime safety in relation to remote areas with arctic, harsh conditions.
  • In Priority 2, in the Objective ” To improve sustainable development in peripheral regions by strengthening urban-rural relations and enhancing regional heritage” the three theme:
    • i) urban-rural partnerships for new service solutions
    • iii) private, public and voluntary sectors cooperation and networks to develop new and innovative service solutions for remote and peripheral regions
    • iv) promotion of natural and cultural heritage that supports the development of sustainable industries

Please note that the Fifth Call for Applications for main projects will not be launched until the spring of 2010.

Preparatory Projects

For preparatory projects there is a continuous call, which means that applications can be submitted at any time. Expenditure will become eligible from the date of submission.
