EU Culture Programme 2007 - 2013
Overview
The aim of the multi-annual Programme is to encourage and support cultural cooperation within Europe in order to bring the European common cultural heritage to the fore. The Programme proposes funding opportunities to all cultural sections and all categories of cultural operators contributing to the development of cultural cooperation at European level, with a view to encouraging the emergence of European citizenship.
It mainly promotes the trans-national mobility of cultural players, the trans-national circulation of artistic and cultural works and products and the intercultural dialogue.
The specific objectives of the programme are:
- to promote the transnational mobility of people working in the cultural sector;
- to encourage the transnational circulation of works and cultural and artistic products;
- to encourage intercultural dialogue.
There are separate strands to the programme and calls will be announced regarding each strand:
Strand 1 - Support for cultural projects
Cultural organisations are given support for projects to work together across borders and to create and implement cultural and artistic activities. The thrust of this strand is to help organisations, such as theatres, museums, professional associations, research centres, universities, cultural institutes and public authorities from different countries participating in the Programme to cooperate so that different sectors can work together and extend their cultural and artistic reach across borders. This strand is divided into four categories.
- Strand 1.1: Multi-annual Cooperation Projects (from 3 - 5 year projects)
Seeks to foster multi-annual, trans-national cultural links by encouraging a minimum of 6 cultural operators from at least 6 eligible countries to cooperate and work within and across sectors to develop joint cultural activities over a period of three to five years. Funding will be between €200000 - €500000 per year but EU support is limited to a maximum of 50% of the total eligible cost. The total budget will be €18.1 million - Strand 1.2.1: - Cooperation Projects (up to 2 years)
This concerns actions shared by at least 3 cultural operators, working within and across sectors, from at least 3 eligible countries over two years. Actions that explore means of long-term co-operation are especially targeted. Funding is between €50000 - €200000 and again EU support is limited to a maximum of 50%. The total budget will be €17.9 million. - Strand 1.2.2: - Literary Translation Projects (up to 2 years)
This concerns translation projects. It is aimed at enhancing knowledge of the literature and literary heritage of fellow Europeans by way of promoting the circulation of literary works between countries. Funding is between €2000 - €6000. The total budget will be €2.7 million - Strand 1.3: Cooperation Projects with Third Countries (up to 2 years)
This relates to high-profile actions of considerable scale and scope. This includes co-operation with third countries (deadline 1 May each year), and support for European Capitals of Culture. This strand also includes support for prizes - for contemporary architecture and for cultural heritage. The total budget is €2.65 million. - Strand 1.3.6 European Cultural Festivals: covers a maximum period of twelve months for an annual grant, which corresponds to one Festival edition which would take place between 1 May 2011 and 30 April 2012, or over a maximum of a three years partnership for a multi-annual support, which must take place between 1 May 2011 and 30 April 2014. The next submission deadline is 15 November 2010. Applications can be made for both annual and multi-annual support (priority given to multi-annual grants which you can’t apply for subsequent years). Note that the maximum amount is still 60% of eligible costs (100.000 euros) for one edition and the eligibility criteria have not changed: The applying festival must have taken place at least five times and must feature at least 7 different countries’ in the Festival Programme.
The focus under Strand 1 of the programme is only on co-operation projects involving at least 3 partner organisations (not individuals) from at least 3 different eligible European countries.
Strand 2 - Support for Organisations Active at European Level in the field of culture
Cultural organisations working, or wanting to work, at European level in the field of culture can receive support for their operating costs. Aimed at organisations that promote a sense of shared cultural experience with a truly European dimension. Four categories of organisations are eligible under this strand.
- a) Ambassadors
- b) Advocacy networks
- c) Festivals
- d) Policy support structures for the Culture Agenda, further divided into two subcategories:
i) Structured dialogue platforms
ii) Policy analysis groupings
Funds of maximum are available, depending on the category applied for, but EU support is limited to maximum 80% of the total eligible costs. The total budget for strand 2 will be €7.7 million.
