Overview

The general objective of the Fundamental Rights and Citizenship Programme is to promote the development of a European society based on respect for fundamental rights.

This programme has the following objectives:

  • To promote the development of a European society based on respect for Fundamental Rights and rights derived from citizenship of the Union;
  • To strengthen civil society and to encourage an open, transparent and regular dialogue with it in respect of fundamental rights;
  • To fight against racism, xenophobia and antisemitism;
  • To improve the contacts, exchange of information and networking between legal, judicial and administrative authorities and the legal professions, including by way of support of judicial training, with the aim of better mutual understanding among such authorities and professionals.

The specific objective is to promote fundamental rights and inform persons of their rights, support non-governmental organisations and other bodies from civil society and create relevant structures in order to foster an interfaith and multicultural dialogue at the European Union level.

Furthermore, it has as specific objectives:

  1. To promote fundamental rights as recognised in Article 6(2) of the Treaty on EU and to inform all persons of their rights including those derived from the citizenship of the Union in order to encourage Union citizens to participate actively in the democratic life of the Union.
  2. To examine, when necessary, the respect of specific fundamental rights in the EU and its Member States when implementing Community law and to obtain opinions on specific questions related to fundamental rights within this scope.
  3. To support non-governmental organisations and other bodies from civil society in enhancing their capability to participate actively in the promotion of fundamental rights, the rule of law and democracy.
  4. To create relevant structures in order to foster an interfaith and multicultural dialogue at the level of European Union.

Under this call, the specific priorities within the work plan are as follows:

  • 4.1 - Informing on where the EU Charter of Fundamental Rights applies and where to turn if fundamental rights are violated
  • 4.2 - Protection of the rights of the child
  • 4.3 - Combating racism, xenophobia and anti Semitism
  • 4.4 - Fight against Homophobia: Enhanced/improved understanding and tolerance
  • 4.5 - Training and Networking between legal professions and legal practitioners
  • 4.6 - Active participation in the democratic life of the Union
  • 4.7 - Raise awareness about Union citizenship and the rights attached to it and identify obstacles to their effective exercise
  • 4.8 - Raise awareness and improve knowledge about the EU rules on free movement
  • 4.9 - Facilitate sharing of knowledge and exchange of best practices on acquisition and loss of Union citizenship
  • 4.10 - Address the gender imbalance in participation in the European elections.

Who can apply
Project proposals may be submitted by non-governmental organisations, institutions and public or private organisations, universities, research institutes, national, regional and local authorities, international organisations and other not-for-profit organisations. It is also targeted at Union citizens or third country nationals residing legally within the EU territory and civil society associations, among other groups active in promoting the objectives of this Programme.

Eligibility
Proposals must involve a partnership of at least two eligible organisations from two different EU Member States or at least one Member State and one other State which may either be an acceding country or a candidate country.

Budget
There is €20,975,000 million available with grants ranging between €75,000 - €500,000. This contribution may not exceed 80% of the total costs of the project so the organisation must find match funding of 20%.
