Programme Eligibility
Groups/projects must:
- Be community based/not for personal profit
- Have 90% of beneficiaries in Council area
- Target women and girls, people with a disability, or those living in areas of high social need
- Increase and sustain participation in sport and physical activity.
Basic Eligibility Criteria
The overarching principle to be applied to all financial assistance should be that of meeting local needs which have been identified and prioritised by Council or by others but acknowledged by Council. Any use of funding that cannot be shown to meet the following basic requirements will not be provided with funding:
- Have a clearly identified need
- Can deliver outcomes which meet this need
- Fit with a clear corporate objective or priority of Council
- Be delivered by a credible organisation with the capacity to deliver the project as stated
- Meet the specific objectives of the programme being applied to
Programme Objectives
Your project must deliver the following programme objective:
- Increase and sustain participation in sport and physical activity.
Notes
a) Applications to this grant programme should be for time-bound programmes of activity that will lead to increased and sustained participation in sport and physical activity among one of the three target groups.
b) Applications will not be subject to the ‘2 grant rule’. In other words, groups who already have two successful applications for funding through FAP in the current year are still eligible to apply for an EBA 2020 Small Grant.
c) Applications will be scored in line with current FAP scoring mechanisms and grants will be offered to the top-scoring applications until the budget is exhausted.
d) Applications will be subject to the main Financial Assistance Policy criteria. However, the maximum available to purchase equipment under this programme is £1,500 (as opposed to £500 in all other Revenue Grant programmes)
e) In addition to the ineligible costs set out in Section 5 of the manual, the following costs will also be ineligible for this programme: Volunteer costs; entertainment costs; items which only benefit individuals and non-essential items; secondary, further or higher education; organisation’s own facility hire; insurance, affiliation, entry fees or membership fees; accommodation/hotels; curriculum time school programmes; publications, marketing and websites; Access NI registration fees; livestock; first aid kits/medical bags, defibrillators, medical personal costs, e.g. physio, sports therapist etc; non-inclusive fitness initiative gym equipment e.g. treadmills, rowers, bikes etc; existing activities already in place e.g. current training sessions etc.
f) Applications targeting those living in areas of high social need must target people living in the top 25% most deprived Super Output Areas (SOAs). g) Projects must be delivered within the guided timeframe
h) Successful projects will be signposted to Sport Northern Ireland’s Clubmark NI quality accreditation programme where appropriate

Eligible costs
- Core running costs (this only includes insurance, rent, heat and light (oil, electricity etc), water rates, telephone, broadband, cleaning materials, stationery, accountancy, equipment (up to £1,500). The proportion of costs eligible for funding will vary with the programme applied to.
- Programme or activity costs which are directly relevant to the application and where need has been demonstrated.
- Travel and transport costs within the Council area where these can be shown to be fundamental to meeting the project objectives.
- Hire or purchase of equipment for meeting project needs (subject to individual approval). In some cases where funding tends to reoccur annually, purchase of small items may prove more cost effective than hire. A maximum of £500 in total in respect of purchase of small items of equipment applies to all programmes except ‘2. – Capital Projects’ and ‘6. – Sport NI’s Every Body Active 2020 Small Grant’. Where capital costs are funded Council will state a period for which the item will be retained. Any disposal within this period must be approved by Council and Council will retain the right to inspect such items at suitable intervals.
- Venue hire.
- Technical assistance.
- Training or facilitation costs.
- Festivals and events.
- Capital costs, where it can be demonstrated that this is the most cost effective means of delivering the required outcomes.
- Best practice or good relations visits.
- Inter-school activities.
- Publicity and marketing where directly relevant to the project’s success.
