Antrim and Newtownabbey Borough Council: Club Minor Works Grants (Minor Improvements to Facilities)

Overview

Maximum grant awarded = £5,000 - £20,000 (funding is limited to 50% of total vouched project costs)

Specific Conditions for Eligibility

  1. Sports Clubs must be based within Antrim and Newtownabbey Borough;
  2. Sport NI, Irish or UK Governing body recognised;
  3. Grant aid will only be considered for an asset which has the life span of at least 2-3 years;
  4. Sports clubs who can demonstrate they are a not for profit organisation;
  5. Demonstrate how items are necessary for the club to increase participation.
  6. Demonstrate compliance with good Governance practices.
  7. Produce signed and dated Constitution
  8. Management / Development Plan.
  9. Sports Development Plan.
  10. Examples of eligible projects (list not exhaustive): Speed gates, Football or GAA nets, Boxing ring

Conditions of Grant

  1. Applications will only be considered from Sports Clubs or Groups within the Antrim and Newtownabbey Borough area.
  2. Depending on the type of project additional conditions may be applied these will be outline in the letter of offer.
  3. Applications must be completed online via the Grant Manager system.
  4. Applicants must demonstrate how the grant will be used to improve capacity
  5. Any applicant/facility which has secured funding from the Club Minor Works Grant (or equivalent in the predecessor Councils) will be ineligible to re-apply for this grant for 3 years after completion of the previous project.
  6. Applications should add value to existing sports provision or opportunity (e.g. a project or activity which meets unmet demand and/or generates additional services). Activities should not duplicate current provision.
  7. Clubs or organisations which have restrictive memberships will be excluded from the process.

  9. Applicants to the process will submit all documentation relevant to demonstrate good governance practices (e.g. Child protection policy, equity statement, financial processes etc).
  10. Reasonable access will be available to Council officials for monitoring and post project evaluation.
  11. Clubs or groups must maintain adequate insurance to indemnify Council, users and visitors during and after project completion.
  12. Projects already commenced before Council has issued and received a satisfactorily completed Letter of Offer will be excluded from consideration.
  13. Council’s Core Themes are contained within the corporate plan and are available at www.antrimandnewtownabbey.gov.uk All projects must be compatible and in no way conflict with Council’s Corporate Theme’s.
  14. Legal costs incurred by the recipient organisation in relating to this grant are not covered it the letter of Offer.
  15. The recipient will comply with Public Procurement Policies at the point ot grant awared, e.g. 3 quotations required for £3000- £7999.99 (excl VAT) and 4 quotations from £8000 to £29,999 (excl. VAT)
  16. The recipient organisation may not assign any interest in the equipment without the written consent of Antrim and Newtownabbey Borough Council.
  17. In the event of breach of grant conditions the Club or group, will be required to repay the grant in full if the breach occurs in the first 5 years or at a rate decreasing on an annual basis for fifteen years at the rate of one fifteenth of the capital payment for every full or part year after award of grant. This will be entirely at Council’s discretion.
  18. Applicants must confirm in advance that funding is substantially in place to complete the project.
  19. If documentation is not provided to confirm the funding package within 6 months of the application closing date then the application will be withdrawn.
  20. The club may be asked to show effective use of the award by pursuing a sharing agreement with other Clubs or Groups.
  21. Should you run into difficulties that will affect your project, especially its overall costs or timing of completion, you must notify the Council immediately.
  22. Costs must be proportionate to the overall cost of your project and essential for delivering it. If they do not think that the amount you have asked for is good value for money, they may also offer you less than the amount you applied for. To make sure you provide value for money, they can cap any project costs we are funding. If you are successful, these costs will be shown in the letter of offer.
  23. Antrim and Newtownabbey Council does not provide insurance for any activity you undertake or responsible for any overspend.

Applications will be evaluated as follows:

  1. Compliance for Good Governance Max 20 points
  2. What beneficial outcomes will be created by your project? As stated on the application “try to quantify this e.g. number of extra participants, expected income” Max 10 points
  3. What are the present activities of your organisation Max 20 points
  4. On completion of the project, what (if any) new activities or services will you be able to accommodate Max 20 points
  5. How does this project meet the needs of the Council’s Corporate Plan? E.g. Place, People, Prosperity & Performance Max 20 points
  6. Estimate the number of users per week Max 10 points
